The White House announced President Donald Trump’s extensive, 20-point plan to end the war in Gaza on Monday evening. The plan was released as President Trump met with Israeli Prime Minister Benjamin Netanyahu at the White House.
The core of the proposal focuses on an immediate cessation of violence, a prisoner exchange, the demilitarization of Gaza, and establishing a new international governance structure.
End of Hostilities and Prisoner Exchange
The plan sets clear, rapid terms for ending the conflict:
- If both parties accept the proposal, the war will end immediately.
- Israeli forces will begin a phased withdrawal to agreed-upon lines to prepare for a hostage release. During this time, all military operations will be suspended, and combat lines will be frozen until a complete, staged withdrawal is achieved.
- Within 72 hours of Israel publicly accepting the agreement, all hostages, alive and deceased, must be returned.
- Upon the return of all hostages, Israel will release 250 life-sentence prisoners and 1,700 Gazans detained after October 7, 2023, including all women and children held in that context. For every deceased Israeli hostage’s remains, Israel will release the remains of 15 deceased Gazans.
- Hamas members who commit to peaceful coexistence and disarmament will be granted amnesty. Those wishing to leave Gaza will be provided safe passage to receiving countries.
Humanitarian Aid and Reconstruction
Full humanitarian aid delivery is central to the plan:
- Full aid will be immediately sent to the Gaza Strip upon acceptance of the agreement. The volume of aid will align with the quantities outlined in the January 19, 2025, humanitarian aid agreement.
- This aid includes the rehabilitation of vital infrastructure (water, electricity, and sewage), hospitals, and bakeries, as well as the entry of equipment necessary to remove rubble and open roads.
- The entry and distribution of aid will be managed without interference from either party by the United Nations, the Red Crescent, and other non-affiliated international institutions.
- The Rafah crossing will be opened in both directions under the same mechanism applied in the January 19, 2025, agreement.
Governance, Security, and Demilitarization
Gaza will undergo a major political and security transition:
- Gaza will be a deradicalized, terror-free zone and will not pose a threat to its neighbors.
- Hamas and other factions will have no role in Gaza’s governance, directly or indirectly.
- All military and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt.
- A demilitarization process will be carried out under the supervision of independent monitors, supported by an internationally funded weapons buy-back and reintegration program.
- Temporary Transitional Governance: Gaza will be managed by a non-political, technocratic Palestinian committee of qualified Palestinians and international experts.
- This committee will be overseen by the new international transitional body, the “Peace Board,” chaired by President Donald Trump, with former UK Prime Minister Tony Blair named as an initial member.
- The Peace Board will establish the funding framework for redevelopment until the Palestinian Authority (PA) completes its necessary reforms and can securely and effectively retake control of Gaza.
- The new Gaza commits fully to building a prosperous economy and achieving peaceful coexistence with its neighbors. Regional partners will provide a guarantee ensuring Hamas’s compliance and that the new Gaza poses no threat.
Security Withdrawal and Future Path
- The United States will work with Arab and international partners to form an International Stabilization Force (ISF) for immediate deployment to train Palestinian police, secure border areas with Israel and Egypt, and prevent munitions entry. This ISF will be the long-term internal security solution.
- Israel will not occupy or annex Gaza.
- As the ISF establishes control, Israeli forces will withdraw based on agreed-upon timetables linked to demilitarization, with the goal of ensuring Gaza’s security. A security perimeter will remain until the territory is fully secured against any renewed threat.
- Economic Development: A Trump economic development plan will be launched, convening experts who built thriving modern cities in the Middle East to create jobs and attract investment. A special economic zone with preferred tariffs will also be established.
- No one will be forced to leave Gaza, and those who leave will be free to return, with the plan encouraging residents to stay and build a better future.
- The US will establish an interfaith dialogue process to foster tolerance between Palestinians and Israelis.
- The plan concludes by stating that as redevelopment progresses and the PA’s reform program is faithfully implemented, conditions may finally be set for a credible path toward Palestinian self-determination and statehood, an ambition recognized by the US.
- The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.
- Contingency: Should Hamas reject the proposal, the expanded aid operation and other positive elements will still be implemented in the terror-free areas transferred from the IDF to the ISF.
