A Painful Reckoning from Within

For decades, Israeli human rights groups have monitored and documented violations in the occupied Palestinian territories, often issuing critical reports on Israel’s military operations and policies. However, labeling those actions as genocide marks a new and deeply serious charge.

“We are doing it with a heavy heart,” said Yuli Novak, Executive Director of B’Tselem. “But the facts and the law leave us no choice. What is happening in Gaza is the deliberate destruction of a population.”

PHRI, which has long reported on the destruction of Gaza’s health infrastructure, released a legal-medical analysis highlighting what it described as systematic attacks on hospitals, ambulances, and healthcare personnel. These attacks, it argues, are not collateral damage—but a part of a broader pattern that meets the legal definition of genocide under international law.

What Is Genocide?

According to the 1948 United Nations Genocide Convention, genocide refers to specific acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial, or religious group. These acts include:

  • Killing members of the group,
  • Causing serious bodily or mental harm,
  • Deliberately inflicting conditions calculated to bring about the group’s destruction,
  • Preventing births,
  • Forcibly transferring children to another group.

Israeli rights groups argue that Israeli actions in Gaza meet several of these criteria. They also cite public statements by Israeli officials that suggest genocidal intent.

The Government Response

The Israeli government has strongly rejected the accusations. A government spokesperson called the genocide claims “obscene and baseless,” arguing that Israel is acting in self-defense against Hamas militants and other armed groups responsible for attacks on Israeli civilians.

“We reject the idea that targeting a terrorist organization embedded in civilian areas constitutes genocide,” said Israeli government spokesman David Mencer. “Israel takes extraordinary measures to avoid civilian harm, including issuing evacuation warnings and facilitating humanitarian aid.”

Officials also highlighted the large volume of food, water, and medicine Israel has allowed into Gaza, despite ongoing hostilities. They argue this proves that Israel’s intent is not to destroy, but to neutralize armed threats.

International Echoes and Legal Challenges

These accusations from Israeli organizations come as international pressure mounts. The International Court of Justice (ICJ) is currently hearing a case brought by South Africa, which alleges that Israel’s conduct in Gaza constitutes genocide. Meanwhile, several UN officials and global human rights organizations—such as Amnesty International and Human Rights Watch—have warned that Israel’s tactics in Gaza risk crossing legal thresholds.

This internal Israeli condemnation gives new weight to those international claims. It shows that the accusation is not simply coming from geopolitical rivals or critics abroad, but from within Israeli society itself.

Humanitarian Catastrophe in Gaza

The rights groups base much of their claim on the sheer scale of suffering in Gaza:

  • More than 35,000 Palestinians, many of them civilians, have been killed since the start of the conflict, according to Gaza’s Health Ministry.
  • A majority of Gaza’s population has been displaced.
  • Entire neighborhoods have been reduced to rubble.
  • Famine-like conditions are spreading due to restrictions on food, medicine, and clean water.
  • Over 30 hospitals and medical centers have been severely damaged or destroyed.

PHRI reports that access to emergency care, surgery, maternal health services, and cancer treatment has collapsed. The group also accuses the Israeli military of “deliberately targeting the health system” to weaken Palestinian resilience.

A Fractured Society

The accusations have provoked intense debate within Israel. Some accuse B’Tselem and PHRI of betrayal and of providing ammunition to Israel’s enemies. Others, however, support their courage in speaking out.

Over 1,000 Israeli public figures, including artists, academics, and former officials, recently signed an open letter calling for international sanctions against Israel over the alleged use of starvation as a weapon of war. The letter stated that silence in the face of such policies would be complicity.

Shifting Global Alliances

The fallout is not only domestic. Countries around the world are being forced to reevaluate their positions. Western allies of Israel, particularly in Europe and North America, face mounting pressure to reassess military aid and diplomatic support.

Humanitarian organizations, meanwhile, are demanding full access to Gaza to deliver aid and assess conditions on the ground. The UN has warned that Gaza is becoming “unlivable” and that international law is being violated on a mass scale.

What Happens Next?

While B’Tselem and PHRI do not have prosecutorial power, their voices matter. They influence public opinion, media narratives, and—perhaps most importantly—legal proceedings. Their statements are likely to be submitted as evidence in international courts, and they will shape how history remembers this period.

For now, the Israeli government remains defiant, but the pressure is growing. Whether or not a formal charge of genocide will be upheld by international courts remains to be seen. But one thing is clear: Israeli civil society is no longer united in its support for government actions in Gaza.

The decision by leading Israeli rights organizations to accuse their own government of genocide is a watershed moment. It reflects a moral and legal crisis unfolding in real time. These groups are sounding an alarm—not just for Palestinians, but for Israelis too—warning that the country may be crossing a line from defense into destruction.
